Benitez will be forced to see out the remainder of the season with limited attacking options after sanctioning Robbie Keane's return to Tottenham just seven months after he moved to Anfield.
The Reds have seen their Barclays English Premier League title hopes slip in recent weeks and now have Fernando Torres, Ryan Babel, Dirk Kuyt and the inexperienced David Ngog to choose from in attack.
Torres returned to form with both goals in last Sunday's 2-0 win over Chelsea and Benitez is keen to give him a regular strike-partner next season.
Benitez has been a long-term admirer of Villa and believes he will be the perfect foil for Torres after seeing the duo work so well together in Spain's success at Euro 2008.
Villa has been linked with big-money moves to Chelsea and Barcelona, but Benitez is ready to go all out to bring him to Anfield and could offer Valencia around GBP30million.

Arsenal striker Nicklas Bendtner is being touted for a move to join Juventus at the end of the season.
The 21-year-old has been pushed further down the pecking order at the Emirates Stadium following the arrival of Andrei Arshavin and is thought to be considering his options.
Gunners fans have grown increasingly frustrated with the Denmark international's inconsistent performances and it is believed boss Arsene Wenger may be willing to let him leave the club in the summer.
That has prompted interest from Juventus boss Claudio Ranieri, who was impressed by Bendtner during last year's Emirates Cup when the Old Lady beat Arsenal 1-0.
Ranieri has been keeping tabs on Bendtner ever since and may offer Arsenal GBP6million to bring him to Serie A next season.
However, Juventus could face competition from Villarreal and Lyon for Bendtner.
